From exclusion to inclusion? Reflections on the Celtic tiger
How can partnerships help to create more inclusive forms of governance?
The authors traced the evolution of partnership approaches by government in Ireland for three decades from 1987 to 2008. They provided a summary of ‘flagship’ initiatives and agreements including the National Anti-Poverty Stategy and outlined the primary influences that led to the creation of these partnerships.
They also discussed some challenges presented by partnership forms of governance.
This paper was developed from a seminar presentation at the Brotherhood of
St. Laurence on 17 October 2008.
